With Cygwin
Install Cygwin (see http://pbraun.nethence.com/doc/sysutils_windows/cygwin.html) with the following packages,
admin/cygrunsrv
net/openssh
 
Generate the configuration and encryption keys,
ssh-host-config -h
ssh-host-config
answer,
Should privilege separation be used? yes
Enter the value of CYGWIN for the daemon: ntsec tty
enable,
net start sshd
 
If you need to start over,
rm -f /etc/ssh*
cygrunsrv --remove sshd
ssh-host-config
...
 
 
With OpenSSH for Windows
Install OpenSSH for Windows (http://sshwindows.sourceforge.net/).
 
Go to OpenSSH's bin directory and proceed,
mkgroup -l > ../etc/group
mkpasswd -l > ../etc/passwd
#mkgroup -d >> ../etc/group
#mkpasswd -d >> ../etc/passwd
note. '-d' for domain groups and users
 
Start the service,
net start opensshd
#net stop opensshd
Note. the service is enabled at startup by default
