How to Install and Configure Linux NTP Server and Client
As client
Running the NTP daemon as client is very trivial. Just make sure the ntp package is installed on your system and change one line in,
cd /etc/
mv -i ntp.conf ntp.conf.dist
sed '/^$/d;/^#/d;' ntp.conf.dist > ntp.conf
vi /etc/ntp.conf
server ntp.obspm.fr 
#server ntp1.dedibox.fr
 
Enable the daemon, then check with,
ntpq -p
 
Jitter should be low, otherwise check the driftfile.
 
Also worth reading 3.3. Clock Quality.
 
As server

Just change the restrict line to allow query but not changes,
restrict default kod nomodify notrap nopeer noquery
restrict -6 default kod nomodify notrap nopeer noquery
 
Eventually add local clock as stratum,
server 127.127.1.0 # local clock
 
Check with,
ntpdc -c sysinfo
