Install UCX 3.2, 

@sys$update:vmsinstall ucx032 dka400:[ucx032]

Note. quoting the post-installation message, 

"For the DEC TCP/IP Services software to function properly, you

need to increase the number of global pages to 8100.

Please refer to the Installation Guide."
